Foster Youth – Maryland Education and Training Voucher Program. Eligibility: If you are in foster care, were adopted from foster care after the age of 16 or you aged out of foster care. You are 17 – 21 years old. You have a high school diploma or GED. You are accepted into or enrolled in an accredited college or vocational/technical training program. Participation is renewable until your 23rd birthday. To maintain eligibility you must show continued progress towards your degree or certificate. Apply for ETV Funds at www.statevoucher.org.
